OKI MB461


The OKI MB461 ($349 direct) is the next-generation version of the OKI MB460 ($400 street, 3 stars) multi-function printer (MFP) that I reviewed last year. Not surprisingly, it shares many of the same features, including a low running cost. Even better, it also fixes the one complaint I had about the MB461 by making it much easier to scan to a PC over a network. It doesn't include fax capability, but if you don't need faxing, the MB461 can be a more than attractive choice for relatively heavy-duty printing, scanning, and copying in a micro or small office?or even for unusually heavy-duty use in a home office.

As was true with the MB460, the MB461 is the low-end model in its series?the MB401 series in this case?and it's the only one without a fax capability. However, note that the next step up, to the Editors' Choice OKI MB471 ($399, 4 stars) that I also recently reviewed, isn't just a matter of adding a fax modem. The two printers also differ in other ways. The maximum resolutions, for example, are 600 by 2,400 dots per inch (dpi) for the MB461 versus 1,200 by 1,200 for the MB471, a difference that can affect both speed and output quality.

Basics
The MB461's basic MFP features include the ability to print from and scan to a PC, including over a network, as well as work as a standalone copier. In addition, it can print from and scan to a USB memory key, and it offers both a letter-size flatbed and a 50-page duplexing automatic document feeder that can scan up to legal-size pages.

The printer's paper handling counts as a strong point. The 250-sheet paper tray, 1-sheet manual feed, and built-in duplexer (for two-sided printing) should be enough for most micro and small offices. If you need more, however, you can also get an optional 530-sheet tray ($183.99 direct), for a maximum 780-sheet input capacity. Even better, because the ADF also duplexes (by turning the page over to scan the second side), you can copy both single- and double-sided originals to your choice of single- or double-sided copies.

Setup and Speed
As is the case with most mono MFPs, the MB461 is too big to share a desk with comfortably, at 17.9 by 16.8 by 16.7 inches (HWD). However, it's small enough to easily find room for in most micro or small offices. It's also easy to share on a network, thanks to its Ethernet port. For my tests, I connected it to a wired network and installed the driver on a Windows Vista system. Setup was absolutely typical for the breed.

OKI MB461

The MB461's speed on our tests was a little on the slow side for its 35 page per minute (ppm) rating?which is the speed you should see when printing a text document with little to no formatting. On our business applications suite (using QualityLogic's hardware and software for timing), it came in at 10 ppm.

Surprisingly, that makes the MB461 slower than the MB460 was, at 12.9 ppm. It's also slower than the Editors Choice Canon imageClass MF4570dn ($299, 4 stars), at 12.3 ppm. As another point of reference, however, note that it's essentially tied with the much more expensive Samsung SCX-5639FR ($550 street, 3.5 stars) at 9.7 ppm. It's certainly not slow enough for the speed to be an issue.

Output Quality and Running Cost
The MB461's output quality is above par for text and par for graphics and photos. Text quality is one step above the tight range that includes the vast majority of mono MFPs, making it good enough for any business need short of high-quality desktop publishing. Graphics are easily good enough for any internal business need, including PowerPoint handouts in most situations, but a little short of what you might want when it's important for the output to convey a sense of your professionalism. Photos are easily good enough to print Web pages with recognizable photos, and even print photos for client newsletters or the like.

One last important strong point is the claimed low running cost, at 1.8 cents per page. That's low enough to save at least a penny per page compared to almost any other printer in this price range. Print 35,000 pages over the life of the printer and you'll save enough to cover the initial cost. That works out to less than 50 pages per business day for 3 years, or less than 30 pages per day for 5 years.

The low cost per page is probably the most compelling argument for picking the OKI MB461 over its competition. Beyond that, however, it offers everything it needs to serve as a workhorse MFP in a micro or small office, from excellent paper handling to conveniences like being able to scan to or print from a USB key. If it did a little better on speed, output quality, or both, it would be a strong candidate for Editors' Choice. Even as it is, though, if your small office can do without a fax capability in its MFP, the OKI MB461 should be on your short list.

UF Baseball's Preston Tucker Signs With Houston Astros

Gator outfielder Preston Tucker (Tampa, Fla.) recently signed with the Houston Astros after being taken in the seventh round of the 2012 Major League Baseball Draft with 219th overall pick. All nine players taken from head coach Kevin O?Sullivan?s club in June?s Draft signed professional contracts.

Tucker achieved All-America status from the American Baseball Coaches Association (ABCA) for the second-consecutive season after hitting .321 with 57 runs, 50 RBI, 35 walks, 17 doubles and 16 round-trippers in his final collegiate campaign. He departs Gainesville as the school?s all-time leader in games played (265), games started (259), total bases (596), at bats (1,035), hits (341), RBI (258) and doubles (70).

Tucker was a first-team All-SEC selection in 2012 after being a first-team choice during his junior season and a second-team pick in 2010. He powered UF?s offense with a .393 (11-for-28) performance in NCAA play and became the first Gator to achieve Regional All-Tournament status all four years of his career. He is the lone UF player to earn Most Outstanding Player recognition twice (2009 & 2011). In 30 career NCAA Tourney games, Tucker batted .368 (46-for-125) and holds school records in career at bats (125), hits (46), RBI (31), runs (29), homers (11) and doubles (10).?

Tucker was one of 10 NCAA baseball student-athletes named as a finalist for the 2012 Lowe?s Senior CLASS Award. To be eligible for the award, a student-athlete had to be classified as an NCAA Division I senior and have notable achievements in four areas of excellence ? community, classroom, character and competition. An acronym for Celebrating Loyalty and Achievement for Staying in School?, the Lowe?s Senior CLASS Award focuses on the total student-athlete and encourages students to use their platform in athletics to make a positive impact as leaders in their communities.?

Tucker was selected in the 16th round of the 2011 MLB Draft by the Colorado Rockies with the 498th overall pick but decided to return to Florida for his senior season and earned his bachelor?s degree in anthropology. This quotation from Tucker summed up his decision: ?A lot of guys don?t have the opportunity to say that they got a college degree and I always want to have that to my credit. The bottom line is that I can go off and play pro ball next year and this is an opportunity that I really didn't want to pass up. It's playing baseball, it's the game I've always loved to play so in the end I'll still be doing what I love.?

In 2011, Tucker earned second-team All-America and first-team All-South Region from the ABCA as the Gators finished as the national-runner up with a program-best 53-19 record. Florida shared the SEC regular-season championship with South Carolina and Vanderbilt and captured its first SEC Tourney title since 1991 before winning the Gainesville Regional and Super Regional rounds on the way to Omaha. A first-team All-SEC choice and the Most Outstanding Player of the 2011 NCAA Gainesville Regional, Tucker batted .308 with a team-best 74 RBI, 55 runs, 28 walks and matched the school's single-season record with 23 doubles. He established UF's single-season marks for games played (tied with Mike Zunino) and started by being in the lineup all 72 games, with 63 starts in right field and nine at first base.

During the Gators' 11 NCAA Tournament outings in ?11, Tucker totaled 20 RBI and had 11 extra-base hits (six doubles and five homers) on his way to a .304 (14-for-46) clip. He was a second-team All-SEC recipient and a member of the league's All-Defensive Team as a sophomore in 2010 as the Gators reached the College World Series for the first time since 2005.

In 2009, Tucker became the first player in school history to earn the National Collegiate Baseball Writers Association (NCBWA) Freshman Hitter of the Year Award and he shared the SEC Freshman of the Year honor with LSU pitcher Matty Ott. He was the Most Outstanding Player of the Gainesville Regional, was a unanimous selection to the league?s All-Freshman Team and was chosen as a Freshman All-American by Baseball America, Louisville Slugger, Rivals.com and the NCBWA.

Over his illustrious Gator career, Tucker finished with a .329 average, 1,035 at bats (1st in school history), 341 hits (1st in school history), 258 RBI (1st in school history), 210 runs (6th in school history), 127 walks (8th in school history), 70 doubles (1st in school history), 57 homers (2nd in school history), 24 stolen bases in 32 attempts and seven triples. His fielding percentage of .989 is tied for 10th at UF with Matt LaPorta (2004-07) and his total of 1,197 putouts in second behind LaPorta (1,659) and Zunino (1,340).

Nelson Mandela Birthday: Watch Facebook Timeline Video Of Influential South African Leader's Life [VIDEO]

Nelson Mandela's birthday is Wednesday, and admirers of the influential former South African president have filled the Internet with tributes to the once-jailed leader who brought South Africa out of an era of apartheid.

One of the most unique tributes to Mandela, who turns 94 today, comes in the form of a video of how Mandela's life might have been documented if he'd had access to mobile technology and social media, including Facebook and Twitter, at that time.

"We hope you find the video inspirational and educational, hopefully deeply moving, thought provoking and resonates with everyone ... but also fun in a language we all understand today," read a message on the YouTube account for the Nelson Mandela Centre of Memory, which posted the video.

The video, titled "Mandela Story," which can be viewed below, was created by a company called Prezence Digital, which has offices in South Africa and the UK, according to its website. The video has garnered more than 7,000 hits and 350 likes as of this writing.

"Would ... Nelson Mandela, have spent 27 years in prison if he had access to the same technology, social media platforms, instant sharing apps and global monitoring tools as we do today?" the video asks in its opening.

The video runs for 4 minutes and 30 seconds. It ends with a tweet indicating Mandela's 2004 retirement, and a quote from the former president who touched millions of lives around the world.

The Davidson Family - Party of Five: Cinnamon Rolls or Donuts ...

When Samantha was a little preschooler, if somebody asked her what she wanted to be when she grew up, she would tell them that she was going to be a doctor. If you ask Trey, he?ll tell you that he?s going to be a pilot someday. Toby, nutty Toby, always proudly told everyone that he was going to live at the Embassy Suites and work at the Krispy Kreme bakery.? He is a child with a passion for donuts, a fact he is quick to remind us of of every Saturday morning.

Every year at Christmas time, my family plays that crazy gift exchange game where you bring a gift that costs a specified amount, wrapped but untagged, and take turns stealing the best ones from each other (because that?s so Christmassy). You might snag something pretty nice, or you might go home with soap-on-a-rope. No pouting.? Now that they?re a little older, we let the kids join in the adult game. Toby, who has learned the strategy of stealing and clutching the most coveted gift while giving the evil eye to anyone who glances in his direction, brought home a mini donut maker last year.? (Can you guess who brought the mini donut maker as their gift?)

Of course, we tried it out as soon as we got home.? We made a mountain of mini-donuts, both glazed and covered in cinnamon sugar.

They were simple to make and turned out really cute. However, they tasted more like cake than donuts, and the thing is, we Davidsons don?t really like cake. So, I reluctantly found space in the kitchen to store away the mini donut maker, thinking that someday somebody might want one and I could secretly give them ours.

Then earlier this week, I saw a recipe on Pinterest for making cinnamon rolls in your waffle maker, and since cinnamon rolls and waffles are number 2 and 3 on Toby?s list of loves, I wanted to give it a try. However, because my waffle maker is a Farm Yard Waffler and makes waffles in the shapes of cows, hens, pigs, and barns, it was a little tricky and took more patience than I was willing to invest. Then I thought, ?What if I put the cinnamon rolls in that donut maker?? So I did.

They were delish, super simple, really inexpensive, easy to clean up, and took only 1-2 minutes to make. That?s how I like to do it.

Here?s how you can:
1. Spray and preheat donut maker.
2. Unroll pre-packaged cinnamon rolls into strips. Cut into thirds.
3. Wrap into wells of donut maker and cook 1-2 minutes.
4. Drizzle with frosting.
5. Be loved.


(Notes: I used the store brand cinnamon rolls and they were the perfect fit. One can made about 18 donuts. Don?t worry if you need to cut a few extra pieces to fill in the gaps; they bake together perfectly.)

MIAMI July 16, 2012 The University of Miami (UM) Rosenstiel School of Marine & Atmospheric Science today announced the recipients of the 2012-2013 Alumni Awards. The grantees were selected by a team of three alumni and a student representative, which disbursed more than $11,000 in funds.

"We received 30 applications from every division of the Rosenstiel School from marine biology to meteorology," said Laura Bracken Chaibongsai, Alumni & Outreach Manager for the Rosenstiel School of Marine & Atmospheric Science. "The projects were all very deserving. We selected ones that demonstrated the greatest potential for a broad impact, both on the student's academic career and on the scientific community."

Christine Beggs

Beggs graduated with Honors from Goucher College in 2010 with a BS in Biology. Presently, she is pursuing a Master's in Marine Conservation, and will use the Award to fund her internship at the Isabela Oceanographic Institute in the Galapagos. She will utilize her marine conservation media site, ProjectBlueHope.com to launch innovative online crowdfunding campaigns for local environmental projects.

Katinka Bellomo

Bellomo graduated from Universita' di Torino (Italy) with a BS and MS in Physics. She is currently working with Dr. Amy Clement to investigate the role of cloud radiative forcing on climate variability and change. The Alumni Award will support a two-month internship at the prestigious Max-Planck Institute in Germany, where she will use their IPCC coupled ocean-atmosphere model to run decadal prediction experiments.

Dominique Lazarre

Lazarre graduated from Eckerd College with a BS in Marine Science (Biology) and Environmental Studies. Her doctoral research is focused on understanding the dynamics that have allowed invasive Indo-Pacific lionfish to spread throughout the Western Atlantic and Caribbean, as well as their impacts on local fish communities. She plans to use the funds provided by the Alumni Award to discern how lionfish are impacting the spiny lobster trap fishery in the Florida Keys.

Patrick Rynne

Rynne has a BS from Brown University in Material Engineering, and a Masters degree in Ocean Engineering from Florida Atlantic University. His current research is focused on understanding the hydrodynamic processes of tidal inlet and estuarine systems. Patrick spearheads Waterlust, a student run project aimed at inspiring marine scientists to express their research through online media. He is using this award to establish an on-campus center for students and faculty to create their own Waterlust films.

Xaymara Serano

Serrano has a BS in Biology from the University of Puerto Rico and a MS in Marine Biology & Fisheries from University of Miami RSMAS. She is completing a PhD using the latest genetic tools to understand the extent to which reefs are effectively connected to one another, especially in the face of climate change. Xaymara will use the Alumni Award funds to characterize two algal symbionts using quantitative PCR assays.

Her doctoral research is focused on understanding the dynamics that have allowed invasive Indo-Pacific lionfish to spread throughout the Western Atlantic and Caribbean, as well as their impacts on local fish communities. She plans to use the funds provided by the Alumni Award to discern how lionfish are impacting the spiny lobster trap fishery in the Florida Keys.

Patrick Rynne

Rynne has a BS from Brown University in Material Engineering, and a Masters degree in Ocean Engineering from Florida Atlantic University. His current research is focused on understanding the hydrodynamic processes of tidal inlet and estuarine systems. Patrick spearheads Waterlust, a student run project aimed at inspiring marine scientists to express their research through online media. He is using this award to establish an on-campus center for students and faculty to create their own Waterlust films.

Xaymara Serano

Serrano has a BS in Biology from the University of Puerto Rico and a MS in Marine Biology & Fisheries from University of Miami RSMAS. She is completing a PhD using the latest genetic tools to understand the extent to which reefs are effectively connected to one another, especially in the face of climate change. Xaymara will use the Alumni Award funds to characterize two algal symbionts using quantitative PCR assays.

Early-life exposure to PCE, chemical in drinking water, may affect vision, study finds

ScienceDaily (July 11, 2012) ? Prenatal and early childhood exposure to the chemical solvent tetrachloroethylene (PCE) found in drinking water may be associated with long-term visual impairments, particularly in the area of color discrimination, a new study led by Boston University School of Public Health (BUSPH) researchers has found.

The study by epidemiologists and biostatisticians at BUSPH, working with an ophthalmologist from the BU School of Medicine, found that people exposed to higher levels of PCE from gestation through age 5 exhibited poorer color-discrimination abilities than unexposed people. The study, published July 11 in the journal Environmental Health Perspectives, recommends further investigation into the visual impairments associated with PCE exposure.

The research team assessed visual functioning among a group of people born between 1969 and 1983 to parents residing in eight towns in the Cape Cod region of Massachusetts. The towns all had PCE in their drinking water because of pipes outfitted with a vinyl liner that was improperly cured. Previous studies led by Ann Aschengrau, professor of epidemiology at BUSPH, have found associations between PCE exposure and cancer, as well as reproductive and developmental outcomes. Increases in the risks of breast cancer and certain birth defects were seen in the team's prior studies.

PCE is a known neurotoxin that was used to apply the vinyl liner of some drinking water pipes. Surveys have estimated that more than 600 miles of such pipes were installed in nearly 100 cities and towns in Massachusetts, mainly during the 1970s. Exposure to PCE from drinking water occurs by direct ingestion, dermal exposure during bathing, and by inhalation during showering, bathing and other household uses.

The pipes no longer leach PCE, but the chemical is still widely used in dry cleaning and metal degreasing solutions and is a common drinking water contaminant.

In testing vision, Aschengrau and colleagues found that people exposed to PCE made more major errors in color discrimination than those not exposed. The levels of color confusion were greatest among people with high exposure levels. PCE previously has been implicated in deficiencies in color discrimination, mainly among adults with occupational exposures. The new study is the first to assess "the associations between prenatal and early childhood exposure to PCE and adult vision," Aschengrau said. The findings suggest that "the effects of early life PCE-exposure on color discrimination may be irreversible."

The study -- supported by the National Institute of Environmental Health Sciences Superfund Research Program -- focused on the Cape Cod towns of Barnstable, Bourne, Brewster, Mashpee, Chatham, Falmouth, Provincetown and Sandwich.

Other researchers included Susannah Rowe, MD, assistant professor of ophthalmology at the BU School of Medicine.

New biofuel process dramatically improves energy recovery

A new biofuel production process created by Michigan State University researchers produces energy more than 20 times higher than existing methods.

The results, published in the current issue of Environmental Science and Technology, showcase a novel way to use microbes to produce biofuel and hydrogen, all while consuming agricultural wastes.

Gemma Reguera, MSU microbiologist, has developed bioelectrochemical systems known as microbial electrolysis cells, or MECs, using bacteria to breakdown and ferment agricultural waste into ethanol. Reguera's platform is unique because it employs a second bacterium, which, when added to the mix, removes all the waste fermentation byproducts or nonethanol materials while generating electricity.

Similar microbial fuel cells have been investigated before. However, maximum energy recoveries from corn stover, a common feedstock for biofuels, hover around 3.5 percent. Reguera's platform, despite the energy invested in chemical pretreatment of the corn stover, averaged 35 to 40 percent energy recovery just from the fermentation process, said Reguera, an AgBioResearch scientist who co-authored the paper with Allison Spears, MSU graduate student.

"This is because the fermentative bacterium was carefully selected to degrade and ferment agricultural wastes into ethanol efficiently and to produce byproducts that could be metabolized by the electricity-producing bacterium," Reguera said. "By removing the waste products of fermentation, the growth and metabolism of the fermentative bacterium also was stimulated. Basically, each step we take is custom-designed to be optimal."

The second bacterium, Geobacter sulfurreducens, generates electricity. The electricity, however, isn't harvested as an output. It is used to generate hydrogen in the MEC to increase the energy recovery process even more, Reguera said.

"When the MEC generates hydrogen, it actually doubles the energy recoveries," she said. "We increased energy recovery to 73 percent. So the potential is definitely there to make this platform attractive for processing agricultural wastes."

Reguera's fuel cells use corn stover treated by the ammonia fiber expansion process, an advanced pretreatment technology pioneered at MSU. AFEX is an already proven method that was developed by Bruce Dale, MSU professor of chemical engineering and materials science.

Dale is currently working to make AFEX viable on a commercial scale.

In a similar vein, Reguera is continuing to optimize her MECs so they, too, can be scaled up on a commercial basis. Her goal is to develop decentralized systems that can help process agricultural wastes. Decentralized systems could be customized at small to medium scales (scales such as compost bins and small silages, for example) to provide an attractive method to recycle the wastes while generating fuel for farms.

Rezwan Ferdaus of Ashland, Mass., will serve a 17-year prison sentence and 10 years of supervised release if the agreement is accepted by a federal judge in Boston.

The defendant agreed to plead guilty to attempting to use explosives to destroy a federal building and attempting to provide material support to terrorists.

Mr. Ferdaus, a physics graduate of Northeastern University in Boston, was arrested in September shortly after undercover FBI agents posing as Al Qaeda operatives delivered 25 pounds of sham C-4 military explosives, three grenades, and six AK-47 assault rifles to a storage locker.

Ferdaus came under scrutiny by the FBI when an unnamed cooperating witness tipped off authorities. The cooperating witness had been in contact with Ferdaus from December 2010 to April 2011.

Undercover FBI agents entered the investigation in March 2011.

?Ferdaus told the [undercover agents] that he realized more than a year ago from viewing jihadi websites and videos ?how evil? America is, and that jihad is the solution,? according to documents on file in federal court.

The documents say Ferdaus wanted to ?terrorize? the country and ?decapitate? the US government?s military center. He told the agents he hoped to ?severely disrupt ? the head and heart of the snake.?

His drive to attack the US was so strong, documents say, that at one point he told the undercover agents: ?I just can?t stop; there is no other choice for me.?

Federal authorities say Ferdaus also provided the agents with 12 mobile phones that had been altered to function as detonation switches for improvised explosive devices. Calling the phone number would trigger the explosion.

The undercover agents told Ferdaus that his phone switches were being sent to Iraq for use against US forces. At one point they told him (falsely) that his phone device had been used in an IED that killed three American soldiers and injured four or five others.

?Ferdaus was visibly excited by this news and told the [undercover agents] he felt ?incredible ? we?re changing the world,? ? according to federal documents.

He allegedly told the agents he was 100 percent at peace with the fact that his devices were being used to kill American service members.

?This is exactly what I wanted and I feel so blessed.? I feel that I am seeing the fruits of my labor.? I want to work with you guys and I want to hit the snake on the tail and I want to choke it right in the head.? The world will never be the same,? he is quoted as saying.

His idea to attack buildings in Washington included a plan to obtain model aircraft capable of flying up to 100 miles per hour and carrying a payload of 50 pounds. His first design was to load each plane with 16 grenades timed to detonate immediately prior to contact. Later he asked the undercover agents to see if they could locate plastic explosives.

His plan was to fly one plane into the center of the dome of the Capitol and cause it to collapse. The Pentagon was to be hit by two planes directed into the building?s fourth floor.

Both attacks would include gunman positioned near building exits to shoot anyone trying to escape.

Federal officials stress that the public was never in danger from the explosive devices and that Ferdaus was under surveillance as his plot developed.

A sentencing date has not yet been set.

GlaxoSmithKline settles fraud case for $3 billion

Pharmaceutical drug maker GlaxoSmithKline will pay $3 billion and plead guilty to federal charges to resolve legal issues from its use of kickbacks, mis-branding and other misconduct to market drugs. NBC's Jennifer Johnson reports.

?(UPDATED 3:54 p.m. Eastern) WASHINGTON -- GlaxoSmithKline Plc agreed to plead guilty to misdemeanor criminal charges and pay $3 billion to settle what government officials on Monday described as the largest case of healthcare fraud in U.S. history.

The agreement, which still needs court approval, would resolve allegations that the British drugmaker broke U.S. laws in the marketing and development of pharmaceuticals.

GSK targeted the antidepressant Paxil to patients under age 18 when it was approved for adults only, and it pushed the drug Wellbutrin for uses it was not approved for, including weight loss and treatment of sexual dysfunction, according to an investigation led by the U.S. Justice Department.

The company went to extreme lengths to promote the drugs, such as distributing a misleading medical journal article and providing doctors with meals and spa treatments that amounted to illegal kickbacks, prosecutors said.

In a third instance, GSK failed to give the U.S. Food and Drug Administration safety data about its diabetes drug Avandia, in violation of U.S. law, prosecutors said.

The misconduct continued for years beginning in the late 1990s and continued, in the case of Avandia's safety data, through 2007. GSK agreed to plead guilty to three misdemeanor criminal counts, one each related to the three drugs.

Guilty pleas in cases of alleged corporate misconduct are exceedingly rare, making GSK's agreement especially unusual.

The agreement to settle the charges "is unprecedented in both size and scope," said James Cole, the No. 2 official at the U.S. Justice Department. He called the action "historic" and "a clear warning to any company that chooses to break the law."

The settlement includes $1 billion in criminal fines and $2 billion in civil fines.

GSK said in a statement it would pay the fines through existing cash resources. The company announced a $3 billion charge in November related to legal claims.

Chief Executive Officer Andrew Witty said the misconduct originated "in a different era for the company" and will not be tolerated. "I want to express our regret and reiterate that we have learnt from the mistakes that were made," he said in a written statement.

The GSK settlement surpasses what had been the largest criminal case involving a drugmaker in U.S. history. In 2009, Pfizer Inc agreed to pay $2.3 billion to settle allegations it improperly marketed 13 drugs.

The cases follow a trend of U.S. authorities cracking down on how pharmaceuticals are sold, in part because of the rising cost of providing drugs through government programs.

Part of civil fines address allegations that, from 1994 to 2003, GSK underpaid money owed to Medicaid, the healthcare program for the poor run jointly by states and the federal government. The company had an obligation to tell the government its "best prices" but failed to do so, prosecutors said, and $300 million of the settlement will go to states and other public health authorities.

A portion of the $2 billion in civil fines may go to a group of whistleblowers who contributed to the government's investigation and who are eligible to share in the recovery under the False Claims Act. Cole said the amount has not been determined.

As part of the settlement, GlaxoSmithKline agreed to new restrictions by the U.S. government to prevent the use of kickbacks or other prohibited practices. The inspector general of the U.S. Department of Health and Human Services will oversee the "Corporate Integrity Agreement" for five years.

The company will not be able to compensate its salesmen based on sales goals for territories. It was also required to change its executive compensation program to allow the company to "claw back" certain pay for those engaged in misconduct.

Witty said GSK's U.S. unit has "fundamentally changed our procedures for compliance, marketing and selling. When necessary, we have removed employees who have engaged in misconduct."

Prosecutors have not brought criminal charges against any individuals in connection with the GSK case, although the settlement expressly leaves open that possibility. Cole declined to comment on the possibility of future charges.

Almost exactly a year ago GSK agreed to pay nearly $41 million to 37 states and the District of Columbia in an unrelated case about substandard manufacturing processes at a Puerto Rico factory.

In 2010, the company took a $2.4 billion charge in connection with Avandia to settle claims from patients.

GSK's shares were positive on the New York Stock Exchange on Monday, up 1.6 percent to $46.29 at 1400 EDT.

The case is U.S. v. GlaxoSmithKline LLC, U.S. District Court for the District of Massachusetts, No. 12-cr-10206.

Rising heat at the beach threatens largest sea turtles, climate change models show

For eastern Pacific populations of leatherback turtles, the 21st century could be the last. New research suggests that climate change could exacerbate existing threats and nearly wipe out the population. Deaths of turtle eggs and hatchlings in nests buried at hotter, drier beaches are the leading projected cause of the potential climate-related decline, according to a new study in the journal Nature Climate Change by a research team from Drexel University, Princeton University, other institutions and government agencies.

Leatherbacks, the largest sea turtle species, are among the most critically endangered due to a combination of historical and ongoing threats including egg poaching at nesting beaches and juvenile and adult turtles being caught in fishing operations. The new research on climate dynamics suggests that climate change could impede this population's ability to recover. If actual climate patterns follow projections in the study, the eastern Pacific population of leatherback turtles will decline by 75 percent by the year 2100.

Modeling the Ebb and Flow of Turtle Hatching with Climate Variation

"We used three models of this leatherback population to construct a climate-forced population dynamics model. Two parts were based on the population's observed sensitivity to the nesting beach climate and one part was based on its sensitivity to the ocean climate," said the study's lead author Dr. Vincent Saba, a research fishery biologist with the NOAA National Marine Fisheries Service Northeast Fisheries Science Center, visiting research collaborator at Princeton University, and a Drexel University alumnus.

Leatherback turtle births naturally ebb and flow from year to year in response to climate variations, with more hatchlings, and rare pulses of male hatchlings, entering the eastern Pacific Ocean in cooler, rainier years. Female turtles are more likely to return to nesting beaches in Costa Rica to lay eggs in years when they have more jellyfish to eat, and jellyfish in the eastern Pacific are likely more abundant during cooler seasons. Turtle eggs and hatchlings are also more likely to survive in these cooler, rainier seasons associated with the La Ni?a climate phase, as this research team recently reported in the journal PLoS ONE. In addition, temperature inside the nest affects turtles' sex ratio, with most male hatchlings emerging during cooler, rainier seasons to join the predominantly-female turtle population.

The researchers applied Saba's combined model of these population dynamics to seven climate model projections assessed by the Intergovernmental Panel on Climate Change (IPCC). The climate model projections were chosen based on their ability to model El Ni?o Southern Oscillation (ENSO) patterns on the temperature and precipitation in the region of Costa Rica where this team has conducted long-term leatherback studies.

Hot Beaches, More Warm Years Threaten Turtles' Recovery

The resulting projections indicate that warmer, drier years will become increasingly frequent in Central America throughout this century. High egg and hatchling mortality associated with warmer, drier beach conditions was the most significant cause of the projected climate-related population decline: This nesting population of leatherbacks could decline by 7 percent per decade, or 75 percent overall by the year 2100.

The population is already critically low.

"In 1990, there were 1,500 turtles nesting on the Playa Grande beach," said Dr. James Spotila, the Betz Chair Professor of Environmental Science in the College of Arts and Sciences at Drexel. "Now, there are 30 to 40 nesting females per season."

Spotila, a co-author of the study, has been studying leatherback turtles at Playa Grande in Costa Rica, the largest leatherback nesting beach in the eastern Pacific, with colleagues and Drexel students, for 22 years.

Poaching of turtle eggs was a major cause of the initial decline, and was once such a widespread problem that virtually no turtle hatchlings would survive at Playa Grande. Spotila and colleagues worked with the local authorities in Costa Rica to protect the leatherbacks' nesting beaches so that turtle nests can hatch in safety. Bycatch of juvenile and adult turtles in fishing operations in the eastern Pacific remains a threat.

For the population to recover successfully, Spotila said, "the challenge is to produce as many good hatchlings as possible. That requires us to be hands-on and manipulate the beach to make sure that happens."

Spotila's research team is already investigating methods such as watering and shading turtle nests that could mitigate the impact of hot, dry beach conditions on hatching success.

With all the star power at the BET Awards ? Kanye West, Jay-Z, Nicki Minaj, Beyonce and Samuel L. Jackson, to name a few ? the most stirring moment came not from a superstar, but from the mother of one.

Whitney Houston's mother Cissy provided the emotional highlight of Sunday's ceremony as she sang "Bridge Over Troubled Water" in tribute to her late daughter, leaving audience members like Beyonce and Soulja Boy in tears.

Mariah Carey opened the tribute, and her voice wavered as she told stories about Houston. She recalled the last time she saw Houston last year, and how the two laughed and gossiped together.

"I miss my friend," Carey said. "I miss hearing her voice and laughter."

R&B singer Monica was vocally top-notch as she sang "I Love The Lord," a gospel song once sang by Houston; Brandy sang two upbeat Houston hits, "I Wanna Dance With Somebody" and "I'm Your Baby Tonight." Chaka Khan blazed the stage with "I'm Every Woman," which Houston remade. Gary Houston, Whitney's brother, also performed; and Houston's "Waiting to Exhale" cast mates ? Angela Bassett, Lela Rochon and Loretta Devine ? also honored the singer.

But it was Cissy Houston's soaring performance that brought the audience to their feet, and had many dabbing their eyes. The tribute came five months after Houston's death: She died the night before the Grammy Awards of an accidental drowning complicated by heart disease and cocaine use.

As compelling as that moment was, the show was also defined by its low points: Entire segments of performances, from Nicki Minaj to Rick Ross, were muted out due to foul language and obscenities, though several vulgarities were heard on air.

It started during the opening number by West's G.O.O.D. music group, which included Big Sean, Pusha T and 2 Chainz. There were long moments of censored silence when the rappers performed "Mercy," though not all the offending words were bleeped out. Moments later, Jackson, the show's host, was joined by Spike Lee as they did a comedic version of Jay-Z and West's hit song "... In Paris," to laughs.

"Two distinguished Morehouse men," Lee joked after the performance, referencing the alma mater of the two.

The censor police also worked overtime when Rick Ross performed with his Maybach Music Group and during Minaj's performance and acceptance speech for best female hip-hop artist. Minaj's win was her third consecutive time taking the prize.

"I really, really appreciate BET for keeping this category alive, and I appreciate all the female rappers doing their thing, past, present and future," she said, before uttering an obscenity.

Best gospel winner Yolanda Adams, who also performed, gently took some of her peers to task, urging them to act mature and use their fame wisely.

"We need all of y'all," she said onstage. "I'm saying the world needs everyone in this room. Please make sure that you use your gift responsibly, 'cause we're watching. Our babies are watching, and they want to be like us."

West, the most nominated act of the night with seven, and Jay-Z won the ceremony's top prize, earning video of the year for "Otis." They also won best group.

Beyonce was the second most nominated act with six. She won video director of the year (along with Alan Ferguson) and best female R&B artist and thanked the genre and her female influences.

"I fell in love with music by listening to R&B. It's the core of who I am," she said, giving special thanks to Lauryn Hill, Mary J. Blige and "Whitney Houston, my angel."

When she lost video of the year to Jay-Z and West, she playfully hit her husband and laughed. The joking continued: Moments later, as West was giving his acceptance speech, Jay-Z interrupted him and said: "Excuse me Kanye, I'm gonna let you continue, but ...," and the audience erupted with laughter, recalling West's infamous interruption of Taylor Swift's MTV Video Music Awards speech a few years back.

Chris Brown was also a double winner, picking up his second consecutive win for best male R&B artist, and the "Fandemonium" award for a third time.

Brown also performed in his first televised appearance since the New York City nightclub brawl between his entourage and Drake's. Brown, his girlfriend, his bodyguard and NBA star Tony Parker were among those injured in the June 14 encounter, where bottles were thrown.

Drake didn't show, despite being nominated.

The tone of night fluctuated frequently, as the show shifted from hotly anticipated performances to solemn moments to irreverence. Usher performed his groove "Climax," and Minaj sported a blonde wig with pink tips as she performed the songs "Champion" and "Beez In the Trap," which featured 2 Chainz.

D'Angelo returned to the television spotlight with his first performance in years as he attempts a comeback.

The night also featured some tributes to deceased greats: Chante Moore performed a medley of Donna Summer's hits and Valerie Simpson sang a song in honor of her husband and writing partner Nick Ashford. Don Cornelius, Dick Clark and Hal Jackson were remembered. Even West offered tributes: after his performance, he name-dropped Rodney King and Whitney Houston in a verse that got cheers from the crowd, including his girlfriend, Kim Kardashian.

Presenters included Taraji P. Henson, Tyler Perry, Kerry Washington and Jamie Foxx, who wore a T-shirt that had a picture of Trayvon Martin, the Florida teen killed by neighborhood watchman George Zimmerman.

Frankie Beverly featuring Maze were honored with the lifetime achievement award, and they were serenaded with performances by Tyrese, Faith Evans and Joe. Rev. Al Sharpton received the humanitarian award, and urged the crowd to vote this November.

"This election is not just about Obama, this is about your momma," he said.
