This is not a story for the faint-hearted. People will die, those who are too stubborn to leave. And while we may try, we cannot save everybody. If you want to leave, do so now with everyone else. We will think nothing less of you. We may die. But we must save the world.
All over the city, young people are developing strange and unique abilities. They range from super strength to flight. These strange phenomena are being kept under wraps, with only a very small sector dedicated to the surveillance of the youth, making sure they are safe and that their powers do not erupt suddenly in public.
The sector is controlled directly by the government, and if a young person's abilities are becoming too obvious, they are taken to a secret facility and taught how to control it. This only occurs in extreme circumstances, and most of the time the young people are left to figure out how to control the powers themselves. The government were working on a plan to set up a school or training facility for the young people when a disaster occurred.
Everyone working in the sector was killed. They died in their sleep, the only clue to their method of death a small red dot directly above the heart. All autopsies were inconclusive. Experts were mystified. The heart had been working perfectly until it stopped, as were the lungs. The brain was in perfect working order. As they were trying to figure out the cause of death, an epidemic was spreading. More and more people were dying of the same cause.
Hysteria was beginning to spread. People were sealing up their homes and were too afraid to go out. And then a message was transmitted to every house and business.
I am Harlequin. I am the cause of these mysterious deaths. I will kill every person in this city until it is empty so I can carry out my plans for the end of the world. But that will not be necessary as you are going to evacuate every man, woman and child from this city before twelve noon tomorrow. Any person who remains will be killed without mercy. You have your warning.
The government attempted to trace this message. While attempting to trace it, a virus triggered in the computer and fried the whole network. This gave the government enough reason to move everyone out.
And this is where our heroes re-enter. The government asked them to fight this villain, or simply to weaken him so he would be unable to end the world as he promised. No heroes were forced into it, but most accepted.
This is what decides it, my friend. This could be the beginning of the end, or merely the end of the beginning.

I'm willing to negotiate on powers, not so much on Face Claims. If you want to change a power, PM me with the link on Heroes Wiki or a similar site, just so I can get an idea of the power, and post in the OOC with the FC you want to reserve.
